The growth rate for stalactites is, on average, 0.13 mm (0.005 inches) a year. Even allowing for the maximum growth rate of 3 mm (0.12 inches) per year, I have calculated that this concrete parapet has been leaking since at least 1998.
As the leak is above an area of relatively limited public use, urban stalagmites have also formed.
